Responding to the recent correspondence from Kuki MLAs of Manipur to Prime Minister Narendra Modi, wherein they requested the establishment of separate administrative posts in Kuki-dominated hill regions, Chief Minister N Biren Singh underlined the principle of free expression in a democratic society.
The Kuki MLAs, numbering ten and including seven members from the BJP, penned a memorandum that was submitted to Prime Minister Modi. Their appeal sought the creation of positions equivalent to Chief Secretary and Director General of Police (DGP) for five hill districts - Churachandpur, Kangpokpi, Chandel, Tengnoupal, and Pherzawl - as a means to ensure efficient governance. This proposal comes in the aftermath of extended ethnic turmoil experienced by the state.
Chief Minister N Biren Singh, speaking to the media during an event commemorating Sadbhavna Diwas, highlighted the importance of open discourse in a democratic framework. He stated, "In a democracy, everyone is entitled to speak freely." The Chief Minister's remark serves as a reminder of the fundamental democratic principle of allowing diverse voices to be heard and considered.
While the event was attended by several MLAs, none engaged with the media on this particular matter.
The memorandum presented by the Kuki MLAs conveyed their perception that officers from the IAS, MCS, IPS, and MPS belonging to the Kuki-Zo tribes faced challenges in effectively fulfilling their duties.
Furthermore, the MLAs from the Kuki-Zo community have also put forth a request for ₹500 crore from the Prime Minister's relief fund. This financial aid is intended to support the rehabilitation efforts for individuals of their community who have suffered losses in terms of their homes and livelihoods due to the prolonged ethnic unrest that has spanned three months in the state.
Previously, the ten MLAs had urged Prime Minister Modi to establish a distinct administrative structure for Manipur's tribal regions.
During his Independence Day address, Chief Minister N Biren Singh highlighted that misconceptions, vested interests, and external efforts to destabilize the nation have led to the loss of lives and property within the state. He called upon all stakeholders to halt violence and reinstate the rapid progress that Manipur had previously witnessed.
The northeastern state has been grappling with ethnic clashes since May 3, triggered by a 'Tribal Solidarity March' protesting the Meitei community's pursuit of Scheduled Tribe (ST) status. Manipur's population consists of around 53 percent Meiteis residing predominantly in the Imphal Valley and slightly over 40 percent Nagas and Kukis inhabiting the hill districts
