India Launches Anti-Dumping Probe on Chinese Saccharin Imports

The Directorate General of Trade Remedies (DGTR) in India's Commerce and Industry Ministry has initiated an anti-dumping investigation into imports of saccharin from China. Concurrently, DGTR has also commenced a sunset review investigation of countervailing duty on Chinese saccharin imports.
The application for the anti-dumping probe and the sunset review investigation of countervailing duty was filed by Swati Petro Products Ltd and Blue Jet Healthcare Ltd, along with two other producers of saccharin, A.S.Chemopharma and Shree Vardayini Chemical Industries Pvt Ltd.
Saccharin, a non-nutritive sweetener, serves as a low-calorie substitute for cane sugar and finds applications in various industries, including food and beverage, personal care products, and pharmaceuticals.
Previously, DGTR had initiated an anti-subsidy investigation in August 2018, recommending the imposition of definitive anti-subsidy duties on saccharin imports from China in June 2019. The revenue department implemented these measures in August 2019.
Furthermore, in March 2022, DGTR began an anti-circumvention investigation to assess the extension of countervailing duty to saccharin imports from Thailand. Subsequently, in July 2022, DGTR recommended the extension of countervailing duty to saccharin imports from Thailand as well.
