Delhi LG VK Saxena has approved the draft uniform policy for the inter-departmental allotment of land, aiming to streamline processes and address long-standing delays in government projects due to inconsistent land allocation practices.
The approval of the draft policy is significant, considering the absence of a uniform approach to deal with the inter-departmental allotment of government land. The lack of a structured policy has often led to prolonged delays, sometimes stretching over years, in the implementation of essential projects. Files related to land allotment frequently shuffled between departments and agencies, exacerbating bureaucratic hurdles and administrative inefficiencies.
The newly approved policy is set to come into force immediately, providing a standardized framework for the allotment of government land. Among its key provisions, the policy establishes rates for land allotment based on the nature of the allocation.
For public utility projects, where the land is already owned by the allotting agency, the allotment will be free of charge. However, if the land has been acquired at a cost, the allotment rate will be determined on a no-profit, no-loss basis, akin to the land allotment process of the Delhi Development Authority (DDA).
In cases where land is allotted for commercial purposes, the allotment rates will be based on zonal variant rates set by the DDA. The policy also outlines the formation of a committee, chaired by the Additional Chief Secretary (GAD), to oversee the implementation of the policy and address any issues or concerns arising during its execution.
Furthermore, the policy mandates that any cancellation of land allotment requires prior approval from the LG, ensuring accountability and transparency in the process. A committee comprising members from relevant government bodies will assess requests for land allotment based on various factors such as development control norms, utility, and opportunity cost of the project.
Additionally, the policy includes provisions for maintaining a comprehensive record of land transfers or allocations, overseen by the concerned administrative department, to ensure proper record management and transparency in perpetuity.
The approval of this draft policy marks a significant step towards rationalizing land allotment processes, promoting efficient governance, and facilitating the timely execution of crucial government projects in Delhi.
