The court of district judge Vidya Prakash passed the order after noting that Nagar Palika failed to satisfy the arbitral award passed against it in 2020.
The court issued the order after taking note of the continued absence of any representation by Nagar Palika in the execution proceedings of the award.

The court noted that the 2020 arbitral award amounting to Rs 50,31 512 passed in favour of M/S Enviro Infra Engineers Private Limited attained finality with an appeal preferred by Nagar Palika being dismissed in 2024.
The court highlighted the continued absence of any representation on the part of Nagar Palika for the purpose of execution of the arbitral award and noted that despite an order to file details of its assets the Nagar Palika failed to ensure compliance
The court took note that Delhi's Bikaner House belongs to Nagar Palika and issued an attachment warrant against the same directing Nagar Palika to be in court on November 29 to take notice of the date fixed for settling the terms of the proclamation of
"Keeping in view the aforesaid facts and circumstances and the fact that the JD failed to comply with the direction for furnishing an affidavit of their assets despite the grant of repeated opportunities the court finds it a fit case for issuance of warrants of attachment against the immovable property of JD i.e. Bikaner House
